You can find a sanitary dump station for RVs at Fort Monroe. They have potable water and non-potable rinse water available. To get there, take I-64 East and exit at Exit 268 (Phoebus / Ft. Monroe). Then, turn onto Mallory Street, heading towards Buckroe Beach. Finally, at Mellon Street, make a right turn.
